Please does the DHL working in Homs, Syria, if so how long it takes to send documents from USA to Homs and vise versa

I just want to ask if you can transfere from Syria things like ( Tobaco ,Electronics ) to Netherlands

And if somebody sent to me a package from Syria can I pay the delivery costs when it arrives to Netherlands?
